Pet peeve

Perhaps this early-morning dog-walker on the 14th Street Pier had already, ahem, exercised his dog over on the 12th Street Pier, where a very nice dog run has been provided by the city for that very purpose. But there are plenty of other dog owners who prefer using the area that's not reserved for dogs. We hope the authorities will designate the 14th Street Pier for human use: the dogs already have one to themselves, so it seems only fair.
