By President Bush's definition, the Iraq war has been flat broke from the start, because it's spending far more than it's taking in, or even than the Halliburtons and other war contractors are taking in, even more than the nearly $9 Billion (that's a B, not an M) the Coalition Provisional Authority seems to have lost. By his logic, the only way to save the war would be for each of us to invade Iraq personally, at our own personal expense, in the hopes that whatever we could plunder individually would cover the cost and provide a nice return for our old age, if any.
